Developing an operating model for a modern eResearch organisation

Defence’s new Science & Technology (S&T) strategy “More, together” will deliver a capability edge to Defence by focusing research efforts, securing innovation pathways, and scaling Defence Science & Technology activities through strategic partnerships with international allies, academia and industry.  This strategy is supported by 3 strategic pillars:

  • One Defence S&T capability, which harnesses the S&T sector to ensure a strategic advantage through leading-edge technologies and capabilities
  • A highly skilled and collaborative workforce, partnering with the best & brightest of Australia’s R&D sector
  • Outstanding research infrastructure powering innovation

The Information Management & Technology (IM&T) team within Defence Science & Technology Group (DSTG) had been progressively consolidating DSTG’s research ICT, introducing new Digital Science and Scientific Computing capabilities, and decommissioning DSTG ICT capabilities which could be provided by Defence’s central ICT group.

The growth of Digital Science & Scientific Computing capabilities within research institutions, the need for IM&T to deliver on its part in the new strategy (by providing outstanding digital infrastructure) and the need to accelerate Defence S&T challenged IM&T’s operating model and drove the adoption of a new one.

This presentation will provide an overview of IM&T’s transformation from a traditional enterprise ICT organisation to a modern eResearch organisation, including the development of design principles for the new operating model, a framework for developing the new operating model, the reshaping of the structure, the reskilling of staff for the target operating model and adoption of new ways of working.


Biography:

Anthony Beitz has been involved in eResearch for more than 15 years and and is currently the Program Leader for the Scientific Computing branch in the Department of Defence, which provides digital research infrastructure to power innovation in Defence. He’s also worked in eResearch in the University sector for Monash University and the University of Cape Town.
