Using Place to Ensure CARE is Embedded in All Downstream Outputs in Research Data Workflows

Biography:

Dr. Lesley Wyborn is a geoscientist and geoinformatics specialist with the National Computational Infrastructure (NCI) and the Australian National University and is also Research Data Strategist with the Australian Research Data Commons (ARDC). She has more than four decades of experience developing research data infrastructure, standards, and interoperability frameworks for the Earth and environmental sciences. Lesley has played a leading role in international initiatives including IGSN, GeoSciML, OneGeology, RDA, and ESIP, and is a recognised advocate for FAIR and CARE data practices. Her work focuses on connecting data, samples, software, and research activities through persistent identifiers and sustainable digital infrastructure.

Abstract:

Foundational Earth and Environmental (E&E) research is a place-based practice that involves collecting primary samples and recording observations and measurements on the ground or remotely: many places are revisited by different researchers from multiple domains. In E&E research, it is also common for primary upstream acquisitions to be part of complex downstream research data workflows, in which primary samples are repeatedly sub-sampled, and multiple analytical workflows are applied to primary/derivative samples and measurements.

Increasingly, cross-domain, long-term, large-scale research is a primary driver of the integration and reuse of existing primary data and derivatives across disparate domain collections and repositories. However, historically, any consent from the Traditional Custodians to collect the primary data, including permissions for reuse, was at best recorded in administrative institutional files and rarely stored in sample/dataset metadata.

Grounding provenance, custodianship, and usage constraints in metadata for upstream primary places of acquisition and recording locations within a common geospatial framework is crucial. It is the foundation for the complex linked citations required in each downstream output to ethically acknowledge Indigenous Peoples' rights and interests (including the CARE Principles). Further, in times of increasing instability in repositories, if a dataset must be moved, all objects that record Indigenous metadata are easily accessible.

This paper will explore how existing PID frameworks, including the Research Activity Identifier (RAiD) and the Digital Object Identifier Container (DOCiD), can be used to ensure that Indigenous sovereignty rights and CARE are persistently expressed in primary datasets and subsequently referenced across downstream subsamples, datasets, and publications.
